An open document on a plain table — a typed page with a column of names, one line slightly more prominent than the others. Beside it, a pen resting on the page. Marginal notes visible in a different ink, handwritten. The light comes from a window, pale and close. The atmosphere is the moment of reading something before you have decided what it means. We met again at 10:22. He had a bag this time.


The Document

The manual is approximately ninety pages. Typed, Soviet-era format — single spacing, narrow margins, section headers numbered by hand in ink that is slightly darker than the body text. The paper has yellowed at the edges. Some pages carry handwritten corrections in the margins; Timur identified three annotations as his own before I thought to ask.

Page 3 is a list of contributors. Eleven names. His is the fourth, printed: RYABOV, T.A. Technical Specialist. 1989.

This is how I learned his surname. He had not said it. I had not asked. The document said it.

I held the page for a moment. He did not say anything.


What It Contains

The document’s full title runs to three lines. I am not writing it here.

The first thirty pages describe what I have been measuring: the baseline system, passive operation — frequency reference, grid integrity monitoring, the architecture Grigory built into the corridor and Nikolai Nikolaevich’s husband filed under “continue as before” and Belov spent two years documenting before they moved him. This part of the document I could follow precisely. It confirmed everything.

The relevant section begins on page 31.

At standard operating parameters, the modulation does what Belov documented: a low-amplitude periodic signal, fixed timing, monitoring function. At specific amplitude-to-frequency ratios — a configuration, not an accident — the signal’s interaction with transformer windings and switching equipment at connected grid nodes changes character. The resonance is not at the source. It propagates. At any node within the corridor’s signal reach, sustained at the right parameters, the equipment begins to respond to the signal rather than to the load it is managing. Stress. Failure. Cascade.

Targeted. Selectable by node. No external signature. The failure appears to originate inside the equipment.

Timur said: “The signal tells the grid what to do. At low amplitude, it says nothing. At higher amplitude, in the right pattern, it gives instructions.”

I wrote this down verbatim. I read it back to him. He confirmed it was accurate.


The Test

Timur said there was one documented instance. Not a deployment — a test. A proof of concept. Limited in duration, limited in scope, conducted before the Soviet dissolution while the program still had its original structure.

He named a date. He named a region.

I wrote both down.

I have not looked them up yet. I know I will find something if I search — that is what makes it difficult to begin. I sat for a time after he left before I did anything at all. Then I made tea. Then I wrote this.
