Four observers. Almaty, Ruslan, Mikhail, Artyom. All consistent. Twelfth consecutive week of stable Artyom amplitude. Misha: 14:31 arrival, 15:52 departure. Six minutes early, as always.

The signal does not know that row 943 now has an annotation. It does not know that 412 people have read a post that names the man whose company runs it. It does not know that Mikhail’s contact at the Russian Energy Oversight sent a summary to Novosibirsk, which Mikhail forwarded to Almaty, where I opened it at 09:31 yesterday morning.

The signal ran at 14:37:09. It will run again next Tuesday.


Ruslan

He wrote at 16:14 — 47 words. For the second time in a week, well below his median.

“Session 49 confirmed. The MES Kazakhstan contract was renewed in November 1998 — three months after the July 14 cascade. I found this in public procurement records. There was no competitive tender. One bidder.”

One bidder. 12,400 rubles in 1992. One bidder in 1998. I am noting this without drawing a conclusion I cannot yet support.


The Measurement, Again

I want to document something that is easy to forget when I am writing about Cyprus and 1998 and law firms.

Today is Session 49. The Tuesday Anomaly has occurred at approximately 14:37 in my own measurements since approximately 1996. In Morozov’s data since 1983. In T. Pärn’s Estonia data from 1988 to 1991. In the 1973 Soviet feasibility study, recorded as “within acceptable parameters — no further investigation recommended.”

That is 53 years.

Viktor Morozov measured −0.284 Hz on May 14, 1985. He annotated it. He did not know what it was. He kept measuring. I measured −0.284 Hz on July 14, 1998. I annotated it with a dash. I did not know what it was. I kept measuring.
